Give warning for certain content types on smart proxy sync

Description
If you have content type plugin not installed on the smart proxy, but you have repositories of that content type, an error occurs when syncing the smart proxy. If the content type is supposed to have pulp3 support, but the plugin isn't installed, Katello will try to use pulp2 i.e. `Actions::Pulp::Orchestration::Repository::SmartProxySync` and potentially error if pulp2 support doesn't exist either.
