Description

This seems like an issue that needs fixing.

At a glance I think https://github.com/Katello/katello/blob/master/app/lib/actions/pulp3/orchestration/repository/generate_metadata.rb#L10 needs to check if pulp3_skip_publication option exists for the content_type or it needs to initialize it to default false.

Larger problem appears to be that content types go missing on the box..Collecting more details on the community posts to be able to reproduce locally.
