Description

Now that Simple Content Access is only tied to the org/owner and not the upstream consumer, a few more updates are needed:

- contentAccessModeList determines whether we are allowed to enable / disable SCA. This list may have only one value due to previous Candlepins writing it in the manifest that way. Katello should set contentAccessModeList for all owners to "entitlement,org_environment" so that users don't lose the ability to toggle SCA.
- Add SCA checkbox on org create screen and make sure it's passed to Candlepin on owner creation.
