Duplicate System Detection

Description
User stories:
As a user I should be able to run a report that will show me supposedly
duplicate systems.
As a user looking at the list of duplicate systems, I should be
presented an option to combine/rectify/remove duplicates.
This feature/function was in Satellite 5 and the situation is still
pretty easy to have happen - you can accidentally build and destroy a
system, and then re-register it, and you end up with two systems in the
list that are both consuming subs but that are actually duplicates.
