Perms for content host registration + env lockin

Description
Add permissions to environment and content hosts and implement the lockin based of the following criteria
Rules of the Game
To register a system one needs
1) create_content_hosts (under content hosts resource)
2) register_content_hosts_to_content_views
3) view_content_views
4) register_content_hosts_to_environments
- Status changed from New to Assigned
- Target version set to 45
- Triaged changed from No to Yes
- Bugzilla link set to https://bugzilla.redhat.com/show_bug.cgi?id=1102290
- Blocks Feature #5498: As a user, I should be able to lock permissions by Lifecycle Environment. added
- Has duplicate Bug #4073: Switching environments for a System does not honor the systems register-able permission added
- Status changed from Assigned to Closed
- % Done changed from 0 to 100
