hammer does not seem to honour "--environment-id" setting for "proxy import-classes"

Description
When using hammer like this:
hammer -dc proxy import-classes --environment-id 102 --id 3
it does not actually restrict the environments being parsed to the given environment, but parses all.

Your permissions should be fixed now. If you have the import request from /var/log/foreman/production.log, that would be a good help so we can check exactly what's coming in over the API in the way of parameters.
