Want to add FPM to katello for building new Packages

Description
FPM is used for creating new rpm, deb, gem, packages and adding it to katello will make this product complete lifecycle product so for example
if user is creating packages using FPM they can directly upload pacakges to their repositories and do testing on DEV -> Stage -> PROD and release it.
