Enhance nutupane select all checkbox to allow the selection specified subsets of the list

Description

Make nutupane select all checkbox a dropdown button and default it to deselect but have options for select all and other "select __s" that make sense in the context of the page. Something like "select content hosts with invalid subscriptions" for example.
