Package hammer with ruby193 scl

Description
To be able to drop Ruby 1.8 support, hammer and friends must be packaged under ruby193 SCL, as RHEL6 and derivates bring only Ruby 1.8.

In terms of the core packages, the following appear to have SCL enabled spec files and need building and shipping:
- apipie-bindings
- fastercsv (should be dropped post-1.8)
- highline
- little-plugger
- logging
The following need SCL conversion:
- clamp (non-SCL still for kafo)
- rb-readline (gone post-1.8)
- table_print
hammer_cli_foreman_ssh also needs:
- net-ssh
- net-ssh-gateway
- net-ssh-multi
