Ability to hide parameters from help in config file

Description

For example, in Katello we would currently want to hide the foreman mysql-related options, as we don't support anything but MySQL. As far as I can tell, there's no way to do this today.

There is already similar mechanism for interactive mode - https://github.com/theforeman/kafo#conditional-parameters-in-interactive-mode maybe a same thing could be used for clamp arguments. We have custom help builders already https://github.com/theforeman/kafo/tree/master/lib/kafo/help_builders
