system attach subscriptions is not doing async properly

Description

The current systems api add_subscriptions is doing an asyncronous task in dynflow, but:

a) the api is not returning a task
b) the UI is not waiting for the task to be done
c) hammer is not waiting for the task to be done

This is fairly broken and i'm surprised it works as well as it does.
