On a dev install we need to automatically include

[atomic7-testing]
name=atomic7-testing
baseurl=http://buildlogs.centos.org/centos/7/atomic/x86_64/Packages/
gpgcheck=0
enabled=1

and install ostree repos. By default --katello-enable-ostree must be set to true.
