openNeed ability to disable sync for single repository instead of entire product

Description of problem:
Products are automatically generated with many sub repositories. Sync schedules should be set on a per repo basis so some content could be synced less often or only manually.

How reproducible:
Always
Steps to Reproduce:
1. open a product with a sync schedule and view the repos for that product
2. change the sync schedule on that repo on the details tab
3. change reflect the entire product, not just that repo
Actual results:
Sync schedule is for the product not each repo
Expected results:
individual repos should be allowed to have different sync schedules.

This feature would be helpful when upstream repo is unavailable/obsolete. Local copy could be still used without failing sync tasks.

This isn't on our roadmap yet, but we are tracking the issue as there have been multiple user requests for per-repo sync plans.
