Content Hosts Errata does not support select all

Description

The API doesn't yet support the ability to apply all errata from the content hosts errata page. It does, however, allow users to apply multiple errata, but passing all X (potentially thousands) of errata IDs to that poor API would be a Bad Idea. We need to implement an API endpoint or modify the existing one to accept `:all` or `:applicable` or something like that. It should also probably be able to apply all applicable/installable errata from a specific lifecycle environment.

Expected behavior:
1. Content Hosts -> click on host -> Errata
2. Click check box at the top of the table ($page_size errata selected)
3. Click the 'Select all X errata' to select all the errata in that environment
4. Click 'Apply Errata'
5. All errata are applied to the host
