Description
pulp-2.15 supports uploading the output of skopeo copy as documented here: https://github.com/pulp/pulp_docker/pull/203
In foreman the user would use hammer repository upload-content.
1. create an empty docker repo (or use existing)
2. follow pulp docs to create tar of image with skopeo
3. hammer repository content-upload
