RH Subscriptions: Modal opening each time the task polling returns

Description

The modal is opening every time the call to get task returns. This should not be the case. If the modal is closed during refresh or delete it should not reopen unless the user reopens it.

Steps to Reproduce:

  1. Open the maniest modal
  2. Upload/refresh/delete a manifest
  3. Close the modal
  4. Note that it opens every 5 seconds as the task is polled
