1. Create and sync a docker repo with more than one tag such as: https://registry-1.docker.io/ busybox
2. Create a content view
3. Add a docker repository to it
4. Create an include filter and include one tag such as 'ubuntu'
5. Publish the content view

One tag is expected, but all 296 are published
