Hammer CLI

There should be a way how to (dis)associate resources with orgs and locations in the cli (such as Smart Proxies, Subnets, etc.).

Ideally we'll implement some universal and reusable approach that would be later used for resources across the whole cli.

First step should be usability investigation. There's couple of ways to go.
