Description

We had the problem that hitting the 'Create Environment Path' button immediately after loading the Lifecycle Environment-page sometimes resulted in an everloading 'New Environment'-page.
This was because the button linked to https://katello.example.com/lifecycle_environments/lifecycle_environments//new, which is missing the necessary library.id

Expectation: the button should be disabled until it is initialized
