Katello Applicability tests are failing due to jenkins test DB issues
Description
For some reason, rpms and installed packages aren't getting their evr's updated with `set_rpm_evrs` and `set_installed_package_evrs`. However, the evrs are updated when the rpm model is updated, which causes a trigger to occur. The tests need to be updated to change how the evrs are initialized.
