Description

As part of 4.0, the user will have to delete all old content (using the f-maintain command here: https://projects.theforeman.org/issues/31617) and re-sync their capsule.

For smart proxies we need to make this very clear in the upgrade instructions that a re-sync will be required
as well as providing the foreman-maintain command and maybe a hammer command to run to re-sync it.

For katello the upgrade instructions simply need to include foreman-maintain command
