Errata shouldn't be commited to the DB without all data filled in

Description
At the moment, you can create an erratum in the DB with only a `pulp_id`. An erratum missing any field is considered broken. Some text fields can be empty, like severity, solution, summary, and perhaps description, but they should be empty string and not nil.
