Facts with multiple interfaces sharing the same MAC address causes the the wrong interfaces to be created

Description
In Azure it is possible to see the same interface identifier which in Foreman needs to be unique. Networking wise it's perfectly valid to have the same MAC address in multiple separate networks. However, Foreman doesn't appear to handle this well.

Actually, the issue isn't duplicate MACs (which things like bridges can also have) but duplicate interface identifiers.
