Katello should be able to handle subscription-manager environments --set

Description
Apparently subscription-manager has a way to change a host's content view environment assignment from the host itself. It's documented in 'subscription-manager environments --help':
--set SET set an ordered comma-separated list of environments for this consumer
1. This has not been tested with Katello. It should be tested.
2. Additionally, with multi-CV it can be used to change the order of environments of a host, without Katello picking up the change. This needs to be addressed somehow.

Should we backport this? subscription-manager has had a --set option for a while now.
