We are currently in the process of updating runcible to support Pulp Docker v2. With this comes some changes in behavior which affect this issue.
With this issue, we need test that we can create/sync a docker repository as well as validate the other docker methods added as part of docker v2 (e.g. docker_manifests and docker_manifest_ids).
Refer to https://github.com/Katello/runcible/pull/163 for some additional changes that require testing.

With this issue, also include tests for the docker_tag content type.
