Description

As discussed on the mailing list, we want to move Katello packages to be hosted and centralized in the foreman-packaging repo.

We need to ensure: * spec files are moved to foreman-packaging, and removed from the various repos * rel-eng directories are removed from the individual repos * jenkins automation is updated
