[UX] change dropdown buttons in katello to use "Select Action" and correct patternfly styling

Description
The content hosts bulk action menu should be changed to "Select Action" instead of "change host collection" (the first choice in the list).
The button itself should always be selectable but the choices should be disabled if no rows selected (so users can "discover" what actions are available). Perhaps when expanded the button text could give an indication of the number selected? The menu hides the selected count when open. Having some indication as to why the menu entries are not selectable would be good.
