First reported here: https://community.theforeman.org/t/katello-smart-proxy-problem-fetching-keys/9941

When clients register against a smart proxy, they get a URL for GPG key that leads to nowhere. The workaround found by a fellow user has been to add a ProxyPass directive in "/etc/httpd/conf.d/05-pulp-https.conf" pointing to the Master server where the key does exist.
