hammer --interactive=false activation-key list
This still prompts to list the next page of results.
I would like to re-open this issue:
- With '--interactive=no' only the first page of results are listed, not all of them.
- Also a short option (eg. -i) would be useful while you're in the code :)

This is expected behaviour. Pagination is independent of interactivity. There's a RFE for turning pagination off in the api http://projects.theforeman.org/issues/3652 We could connect it with interactivity when it's fixed.
Regarding the -i flag: it makes sense for me only if the interactivity was disabled by default. I'd vote for -n when it switches it off. I've created a separate issue for that: http://projects.theforeman.org/issues/4530
