Description

If the requirement is to track that refresh event occurred, we do not currently have any AR model to track that.

It would make sense to add a 'refreshed_at' to the organization object? since the manifest is tied to the org.
Otherwise we'd need to make an object just for tracking this kind of stuff.
katello already extends organization quite heavily so yes, that probably makes sense
